Background:
Development Cost Charges (DCCs) are fees collected on new development to assist local governments in paying the capital costs of installing certain local government services, the installation of which is directly or indirectly affected by the development of lands and/or the alteration/extension of buildings.
The Local Government Act permits DCCs to be established for providing, constructing, altering, or expanding facilities related to the following local government services:
• transportation
• water
• sanitary sewer
• storm drainage
• parks and open space
• fire protection facilities (fire halls)
The District of Lantzville has an existing Development Cost Charge Bylaw (BYLAW NO. 154, 2018) which was adopted in January 2019.
Since this bylaw was last updated, construction costs have increased with inflation, and infrastructure needs for the municipality have evolved. Council embarked on a process to update the Development Cost Charge Bylaw in 2024, which started with a comprehensive review and update of the background report that informs which infrastructure projects are included and estimates costs.
Technical Report and Updates:
Koers & Associates Engineers was retained to develop an update to the 2018 report, which was presented to Council at the July 16, 2025 Committee of the Whole Meeting

Next Steps:
The public is invited to submit comments on the proposed Development Cost Charges. A draft Bylaw will be presented to Council for consideration in Fall 2025 and additional public feedback opportunities.
